ORA-38609: FI Not enough memory for tree counting, requires at least string

What triggered the Error:

The memory size did not satisfy the minimum memory requirement for tree counting.

What should we do to fix it:

In workarea_size_policy='manual' mode, set _fic_area_size to a reasonably larger value. Or, In workarea_size_policy='auto' mode, this error should never happen.
