Oracle Solution for Error ora-31440

ORA-31440: change set string is empty and cannot be advanced

What triggered the Error:

User attempted to advance a change set which does not contain any change tables. Without change tables, a change set cannot be advanced.

What should we do to fix it:

Create change tables in the change set, then retry the advance.
