Oracle Solution for Error ora-24063

ORA-24063: cannot downgrade QUEUE_TABLE that has queues with rule-based subscribers

What triggered the Error:

attempt was made to downgrade the queue table when there were queues on which rule based subscribers are defined.

What should we do to fix it:

move the rule based subscribers for all queues in this queue table and retry.
