ORA-19760: error starting change tracking

What triggered the Error:

ange tracking is enabled, but a problem was encountered while enabling the change tracking subsystem in this instance. The alert log and the trace file from the CTWR process will contain more information about the error.

What should we do to fix it:

amine the trace and alert files. Correct the error if possible, otherwise disable change tracking.
