ORA-14651: reference partitioning constraint is not supported

What triggered the Error:

The specified partitioning constraint was not supported for reference-partitioned tables. The partitioning constraint must be enabled, validated, and not deferrable. The partitioning constraint must not have ON DELETE SET NULL semantics.

What should we do to fix it:

Correct the statement to specify a supported partitioning constraint.
