Oracle Solution for Error ora-14136

ORA-14136: ALTER TABLE EXCHANGE restricted by fine-grained security

What triggered the Error:

User doing exchange does not have full table access due to VPD policies.

What should we do to fix it:

Grant exempt priviliges to this user.
