ORA-12593: TNS:no registered connection

What triggered the Error:

An attempt to solicit network event activity has failed because no connections are registered for event notification.

What should we do to fix it:

Not normally visible to the user. For further details, turn on tracing and reexecute the operation. If error persists, contact Oracle Customer Support.
