ORA-10645: Recursive Extension in SYSTEM tablespace during migration

What triggered the Error:

When SYSTEM tablespace is being migrated, dictionary tables tried to extend recursively. Must be caught and processed internally. Should not be thrown to the user.

What should we do to fix it:

Report the error as a bug.
