ORA-07584: spdcr: invalid value for ORA_sid_(proc_)PQL$_item

What triggered the Error:

A logical name used to set a detached process quota value has an invalid value (probably non-numeric).

What should we do to fix it:

Examine the values of these logical names, correct the one in error, and retry.
