ORA-07458: cannot set the RESOURCE_MANAGER_PLAN parameter
What triggered the Error:
An attempt was made to set the RESOURCE_MANAGER_PLAN parameter, however, this failed because the database was quiesced.What should we do to fix it:
Unquiesce the database.
