Oracle Solution for Error ora-07456

ORA-07456: cannot set RESOURCE_MANAGER_PLAN when database is closed

What triggered the Error:

An attempt was made to turn on the Resource Manager when the database was closed.

What should we do to fix it:

Open the database and try again.
