Oracle Solution for Error ora-01191

ORA-01191: file string is already offline - cannot do a normal offline

What triggered the Error:

When attempting to do a normal tablespace offline it was discovered that one of the files in the tablespace was already offline.

What should we do to fix it:

Either bring the datafile online first, or use another tablespace offline option.
