ORA-41653: inconsistent value for the "count" attribute of the "any" element

What triggered the Error:

The value specified for the "count" attribute of the "any" element is greater than or equal to the the number of primitive events appearing in the rule condition.

What should we do to fix it:

Specify a smaller value for the "any" element's "count" attribute.
